The actual writer of .the Memorandum is not stated, but, issued as it is under such auspices, it must necessarily be regarded as a weighty and authoritative document. Unfortunately, the subject is such a highly controversial one that it is hardly to be expected?especially in the light of past experience?that anything written on it will be otherwise than ex parte, and certainly the present contribution will hardly claim to be impartial. It is frankly a propagandist document, written with the obvious intention of popularising vaccination, and incidentally, no doubt, of furnishing medical officers and others with '' authoritative '' arguments in favour of infantile vaccination.
